Ioulia Kolovou was born and raised in Eleusis. She graduated from the Department of Economics from the University of Piraeus and she holds an MBA in Business Administration of the University of Nicosia. She has attended certified seminars of State Audit Office, Accounting, Payroll and Public Contracts. She is a member of the Economic Chamber of Greece.
